 The integrity of GCDF certifications is critical to their utility as an index of quality. CCE carefully selects its country level partners based on a variety of criteria. Potential partners interested in learning more about these criteria and the associated processes should contact CCE directly at cce@cce-global.org. A brief description of the process for introducing a new GCDF program follows. 


  
Common Steps to the Introduction of a New GCDF Training Program 
   
 1.Working Relationship Established
  CCE and NBCC International have learned that prudent selection of collaborating partners is key in developing a successful GCDF certification program. Prior to formal negotiations, both parties engage in dialogue about the background and expertise of each party and goals for introduction of the GCDF.
   
 2.Preliminary Agreement Signed 
  A Preliminary Agreement is an expression of good faith by CCE, NBCC International, and the collaborating partner. This agreement, which must be signed by the chief executive of chief elected offices, documents that the potential collaborating partner has secured the full support of their enterprise to pursue GCDF certification development. The agreement also requires both parties to hold trade information in confidence and delineates the self-study requirements to aid CCE and NBCC International in their feasibility evaluation.
   
 3. Self-study and Site Visit 
  Once a Preliminary Agreement is signed, CCE, NBCC International, and the collaborating partner work toward meeting the standards for the self-study and site visit process. The self-study and site visit provided opportunities for stakeholders to learn more about the expectations and considerations for introducing and maintaining a GCDF certification program. During the self-study process, potential collaborating agencies are asked to document their ability to promote and maintain the certification program. A site visit may be conducted by CCE staff, NBCC International staff, or both to verify reports made in the self-study and to strengthen relationships.
   
 4.Feasibility Determination
  Based on information from the self-study and site visit, CCE and NBCC International will determine an applicant agency's potential for promoting and maintaining GCDF certification as well as the feasibility of maintaining a strong working relationship between all parties.
   
 5.Contract Formalized 
  If the proposed GCDF certification program is deemed likely to be successful, CCE, NBCC International, and the collaborating partner must agree to contract terms before proceeding with formal development of the GCDF certification program. The formal contract outlines the roles of the respective partners in the GCDF development phase and outlines the financial expectations of all parties.
   
 6.Complete Design and Standards
  CCE and NBCC International experts work with local career counseling and guidance experts to develop country-specific GCDF certification requirements and processes. During this stage, local administrators of the GCDF certification program, in consultation with CCE and NBCC International, are responsible for developing a training curriculum that conforms to the 12 GCDF competencies and outlines the necessary skills for competent career facilitation and guidance practice in that particular country.
   
 7.Training of Trainers
  Depending on the contract's terms, CCE and NBCC International may provide initial Training of Trainer services to build a foundation for the training of subsequent GCDFs.
   
 8.Initial Training of GCDFs
  Once the GCDF certification program has been designed and standards and procedures have been developed, an initial class of GCDF certificants may be trained. Typically this will take place at least several months after a working relationship is established with CCE and NBCC International.
